Greeting,
I'm curious of what it takes to convert an old movie (DVD) to Blu-Ray? Do they have one person just running the movie into some conversion process machine that transfer it to high definition? Or does it take hundred of hours labor to do this?

Depends. If it's already been transferred to HD Video, then it's just compression, and authoring. If no HD has been done in the past you would need to go from Film to video first.

The Blade Runner process is a rarity when it comes to film to video transfer. Most of the time for library product you do not scan the original negative. Some of the classics (Blade Runner, Bond) are done this way, but not every film warrants this kind of process and money.

That explains some thing for me. I have noticed that on many new movies the HD version has scratch marks etc going by. Divinci Code is an example. But the HD Bond movies are absolutely flawless. I am sure they did a lot of clean up but going to the original would explain some of it as well.

You really should only being seeing scratches in the theatres. Not on any HD versions, at least not anything recent.
