I am looking for HDDVD and BluRay Interlaced titles encoded with MBFAFF format. Any help would be appreciated

They both most certainly do support MBAFF. If you create MBAFF AVC files and author them to HD DVD or BD formats, the players play them as long as the peak bitrates fit within their respective specs (ie: 28-30 for HD DVD, up till 50 for BD (if your audio bitrate is low)).

But film based titles are progressive, so noone will use MBAFF on them.

You have better luck playing with the ISO conformance streams or other providers such as Allegro or perhaps Sarnoff (if they make AVC).
