I don't use Nuendo, so I can't tell you anything specific to that software.
What is it exactly you want to do? Do you want to take some tracks and mix them down, then encode to MLP or DTS or ?
If that's the case, I'm sure Nuendo will do that, as will Audition.
(not the encoding-the mix).
You don't need any VST's to do that, but there are many out there that have different functions from equalizers to compression to almost anything.

You can use Nuendo to achieve a 5.1 mix. However, you'll need the Nuendo Dolby or dts encoders to export the mix to a dvd, or a multi-channel editing program like Wavelab or Discwelder to send your wave files to. Bottom line is that you'll need some sort of additional software to export your 6 tracks to. Check out Minnetonka's website for the Diswelder program. They also make an MLP encoder if you want to take advantage of full 24/96 mixes, as well as a dts music encoder that will allow you to use 6 channel,16/44.1 on a cd.
I use Nuendo 2 Surround Edition w/the Dolby VST plug-in, Cubase SX3, Wavelab 5 and the dts music encoder. The cheapest way to do this is by using the Minnetonka Discwelder Bronze DVD-A software or the Surcode dts music encoder. Both can be purchased on their site for less than 100.00. The Nuendo DD/dts VST plugs are both well over a grand and the MLP plug-in is over two grand.
Hope this helps. Send me a PM if you have any questions.

Interesting that you spend the money Nuendo costs without knowing what it can do! Or do you not have a legitimate version, by some chance??
Moving right along then.
The most basic dstuff you need is already there. I would recommend purchasing the additional plugin set of the Surround Edition though. It's old, but still the finest surround toolset available - bar none.
To make DVD-A, all you need is Cirlinca's DVD-Audio Solo. It's $45.
Export at 24/48, as to use 24/96 you must use MLP Lossless, and there are just 2 authoring applications that accept MLP. Minnetonka's Chrome & Sonic's DVD-Audio Creator. Chrome 2 is $3,000, Sonic's DAC is $13,000 & the MLP encoder is another $2,000 from SurCode or $2500 from Meridian.
For $99 you can get SurCode DTS-CD, which will take 24/44.1 5.1 mixes and encode to DTS-WAV. The resulting files look like 16/44.1 stereo WAV, but are not. TRhey can be burned to a DTS-CD in any CD-Audio tool you have because the header is fudged to make it look like stereo PCM.
For mixing in 5.1 the most critical step is proper monitoring, and proper calibration. You will *not* be able to do this with any degree of accuracy using sub/satellite systems. All 5 main channels should be full-range, as the LFE is an LFE and not a sub. Never pipe exclusive bass content to this or the mixes will not travel - it is the most common mistake made, and will result in a muddy sounding boomy mess.
Have Fun.
