My monitor dose'nt have a built in tv tuner,but can i use my DVR that my cable company provides for me,and hook it up thru hdmi,or do i have to buy a tv tuner to connect to my computer

As long as your monitor has an HDMI input you can use it and it should work just fine - of course you won't get audio from it unless it has onboard speakers (which I'd doubt) ... so you'll have to run your audio to a receiver or other audio device with line inputs and use either the analog R&L or digital fiber or coaxial out of your cable box.
