Comcast now requires that each TV in a household has a digital converter box to receive most channels. The digital converter becomes the channel selector and TV stayed tuned to channel 3.
My objective is to convert an XP PC to DVR/PVR. The digital converter has only coaxial cable connectors in and out. Ignoring pay-premium channels like HBO, will I still have to purchase a "TV tuner" to install in the PC since the digital converter is the tuner?

Hauppauge has a HD PVR that should do what you're looking for. It's an external box that sits between the HTPC and the cable box.

Note, however, that you will have to hook up with component cables not coax. You'll need to get a box from Comcast that has component outputs.
