I was curious if you guys know anything about external video processors?

Are there any out there that could convert low frame rate video into higher frame rate material? In real time, lets say for making a xbox game run 60hz VS the slower and laggy Juddered 24-30hz?

That tech you find in HDTV sets with 120hz and 240hz "SmoothVision"

What exactly would this device be called? I am sure Video pros use it. I just do not know what I am looking for.

Scan Rate Convertor, Frame Rate Convertor, Video Scaler + Frame Rate Convertor?

Scan Rate Convertor, Frame Rate Convertor, Video Scaler + Frame Rate Convertor?

Lumagen (Radiance, HDP etc) and DVDO (Edge, Green, VP50) make boxes that can do simple frame rate conversion, say 24p-->60p
This is done by duplicating adjacent frames in the 24p stream in a specific ratio to make up the new 60p stream.

If you have a TV with Motionflow or similar there is no need for these boxes as Motionflow does the frame rate conversion as part of its processing.
It goes a step further by trying to mathematically interpolate the adjacent frames.

Frame rate convertors typically refer to processing of complete frames in the digital domain,
scan rate convertors take analog scan lines multiplies it and outputs multiples of the input line rate ,
Faroudja made these boxes from the mid 90s

SVP is an application on a PC that does hardware accelerated frame rate conversion + motion compensation

So would a "Frame Rate Convertor" have the Interpolation motion "Smoothness Effect" added to the source video being fed?

Not on the simple frame rate converters like the ones mentioned above. Devices with MotionFlow or similar will have it.
