Does the RCA used for preouts to a powered sub matter that much as far as higher gauges etc? I want to relocate my sub about 15 feet from the receiver and have a cheap 25 ft mono RCA cable. Will a higher quality one actually matter?

El cheapo RCA will work fine.

If you were running a much longer distance you'd want to spend a couple bucks on a better shielded cable. That's it.
