Just use Windows Media Center. Connect an antenna. No bills. No sweat.

I second the use of Windows Media Center 7. I have a 2nd gen Core i3 with a tuner in my home server with a dual tuner HDHomerun connected by ethernet. It streams to two Xboxes and my DLNA capable TVs. Free DVR. The home server also has PlayOn to stream internet video to those same devices and my Roku Boxes.
