What is this effect called: ragged jumping line especially with underwater scenes

I see this effect on my plasma usually when I watch underwater scenes. It looks like a thick jumpy ragged line across the screen. Usually associated against a solid colour backgorund. I can't put my finger on the term. I didn't notice this effect before when I got my new plasma (years ago). What is this effect called so that I can google the fix. Thanks.

I'm not familiar with underwater scenes or what your describing but maybe it's Posterization,line bleed,false contouring or you might try the plasma section.
