Media app startup, yes. Booting up depends on whether you leave it in "Instant-On" mode or not. It consumes 15W continuously in Instant-On, but takes a relatively long time to boot up from Power-Saver mode, longer than my 360 S w/Kinect. I just timed it and the 360 takes 48 seconds to boot to dashboard fully up, the Xbox One in Power-Saver takes 1 minute 45 seconds; in Instant-On mode it takes 10 seconds and some paused games will start up where you left them (Destiny
will dump you but it's a shared world game that cannot be paused as such).
If you buy it sans Kinect it's possible that Instant-On might not consume as much; I don't know. If you buy Kinect and want to use calling out "Xbox On" to start the system you have to use Instant-On mode.
