Lazy, I think Trail was referring to the recoil part of the video, not the bullet-exit hole location you were stating. The video combines 2 different topics into one video.
That being said, I think (unless it was a different video) that he said the CTE PC version had properly aligned the center of screen with the reticle and after testing today I think the Winter patch did include that CTE change but I didn't test too many different sights.

Edit: Crav had a brilliant idea he passed on last night. UCAV and mortar at the same time and it rules! Now you have mortar to rain down between UCAV loading.
I actually happened upon that idea myself, though I'm sure the idea has probably been posted. I was going to say I specifically remember like 6 months ago Lazy questioning me several times when he would run medic why the hell I didn't have any ammo to give when I was support
I think they nerfed mortar accuracy though
