I am wondering if there is a device that would upscale consoles (such as regular Xbox, PS2, Wii, etc) to 1080p and output via hdmi?

What are you actually trying to accomplish? As in, what do you want to hook up to what?

Any 1080p display is going to upscale whatever is coming in to 1080p in any case. So, 480p Wii in component to a 1080p display gets upscaled already within your display.

Denon 5308Ci Scales all inputs to 1080P over HDMI.

Just about any modern receiver of reasonable quality will upconvert everything 1080p over HDMI. Again though, your display is already doing it. Aside from wiring convenience, what does it matter if the scaling happens in display or in receiver?
