Going refurb, I would probably only trust Newegg, or perhaps the companies themselves if they have a storefront.

Micro Center is also very good with refurbs and out of box/opened GPUs. They have a great warranty and return policy too.

I'd also suggest manufacturer refurbs on eBay. You have to be wary of course.
