I recently bought the Batman Motion Picture Anthology (4 movies beginning with '89) from Amazon UK as it was substantiallly less expensive than the domestic version. There's no reason they would have different transfers, is there, both being distributed by WB?

Specs thread shows the 1989 film is the exact same disc in US, UK, AU, and DE so presumably the others are too. Same goes for a bunch of other Warner catalogs.

Boy, these really don't look as good as I expected. Watched Batman and Batman Forever, they hardly even look hi-def much of the time. Do any US Blu-Ray players (using a PS3) down-rez region 2 discs? I know the discs aren't region locked, as they play. Just wondering if maybe there is some other negative consequence to getting the UK set.

Region 2 = DVD. But no, and there's no way the player would know you have a UK Batman disc anyway, since the only difference is the label on the top.

I don't own them, but checking the Blu-ray.com screenshots of the US 1989 Blu-ray, it is a soft-looking transfer.

It did turn out to be the best looking of the four. Very dissapointing set overall. I expected at least Batman Forever and Batman & Robin to look nice, being not as old as the other two. But they look as soft as Batman.

WB is dropping a 25th Anniversary release of Tim Burton's Batman. New features are likely given the 75th Anniversary of Batman but no word on a new 4K transfer - possible given the WB remastering efforts for their big movies - or any specifics.

You would think the studios would be loudly trumpeting better quality, new transfers on any anniversary release, if they are indeed new better transfers, in order to promote consumer upgrades. I think silence speaks volumes about the tendency to simply re-issue old discs with different artwork.

All the 90's era Batman films are due for 4K transfers for future use so it might happen, especially since it's Batman's 75 Anniversary and WB is giving a huge push of Batman products across the board.

I really don't expect it from Warner, given their modus operandi on Blu-ray. Again and again, they've have passed up opportunities to remaster transfers for new editions. It seems that many of these re-releases are driven by marketing and they have a strict budget allotted for work.
