I would find it more illuminating if you took the same frames as Xylon's, at the same full size, or the multitude of other websites that confirmed the prevalence of DNR back in the day it was first being discussed. Or some of the other shots found in this thread and capture them at the full resolution of the BR rather than the resized ones you posted.

I did resize some of the previous caps to match your smaller ones and it does make the DNR on the Skynet caps little less obvious, yet still they are softer. Curious that.

In that very thread you refer to just a few posts down they do a decent closeup comparison of the difference between the Japanese version and the Skynet.

So unless there was a massive conspiracy back in the day by review sites that were both in favor of and against the picture quality I fail to see the debate.
Xylon had an impeccable track record on taking excellent frame captures and never attempted to deceive anyone.

I have watched the Skynet disc itself and it is filtered, yes various instances when there is some decent detail and some residual grain but much of the time it is softer and lacks detail found on other releases.

Note that the DVD Active review there with caps is the UK Skynet edition, which is a lower-bitrate encode than the US. ZonaDVD also isn't the US disc, but I forget which it is.
