hmm.

Well I doubt that everything would ever go to full power but anyway.

looks like obvious problems at a 10% boost...a 1% isn't much. in all likelyhood maybe a compromise of a 5% boost would make the most sense.

I had no idea FM reception was so susceptible to interference. I thought FM receivers would reject any signal like COFDM that isn't frequency modulated.

there statement "at 1% IBOC mobile coverage only slightly underperforms analog" has got to be based on some fuzzy numbers. Mobile coverage of analog FM greatly outperforms digital.

Yeah...mobile coverage at 1% severely under-performs the analog signal. At least for Class A's & B's here in the Northeast....
