PE has a small number of "weather resistant" drivers. None of the woofers are inexpensive.

I think the key would be to weatherproof the box and install it to keep the drivers as dry as possible which depends a lot on installation. Personally, I would try to use a cheaper paper cone woofer and spray it with a silicone waterproofer (or look for a cheap poly cone driver).
