I have been researching outdoor cameras for a while now. The one at the top of my list is the 3 megapixel Mobotix. This is a German made camera that is rated for outdoor use with lens and all. Many other solutions require buying a seperate enclosure which must be heated to keep it from fogging, etc. But Mobotix only uses 2.5 watts and doesn't need any of that. It gets its power over Ethernet so you have a nice one cable solution.
Best of all, the standard 3 megapixel one retails online for $870! For best low-light performance though, they have a dual camera unit but that is I think $1,300.
The other cool thing is that you get full camera management software for free. And it records directly to a NAS or a PC. It also supports overlays (with transparency) so you can for example, have the temp, clock or any other info (say, from a URL) superimposed on the image. It has a lot of unique features like this.
The down side is that it supports only two compression formats: M-JPEG and a format they call MxPEG. The latter is able to compress the video more but not nearly as much as say, AVC. They claim that it produces sharper stills and having dug into it, their claims may have some merit.
Anyway, I have not found better value and quality in IP outdoor cameras than this.

The only thing is that it is rated to -22F, not -30. I suspect that is close enough though.
