I have a friend that wants to control his outside lights from his phone for when he isn't home. I don't know anything about home automation but I'm sure someone here can help.

Is that controllable from away from home? From what I saw it was only when connected to your home network. He is looking to be able to control them from work and stuff.

If anything works locally, you can ALWAYS connect to it remotely. It's called a VPN, and Windows 7 can act as a VPN server for 1 client. All new phones support VPNs for the most part. If you google: "connect to my home network remotely" you can learn more.
