I am looking for a 32" tv for under $400. I am not sure what to get because what I have determined to be the best does not fit my budget or size constraints. Plasma would be the first choice, but there are not any at 32" that I can find. Second would be a full array LED with local dimming, but that does not seem to be available in either my budget or my size range.

I am trying to decide if I should go with an IPS LCD from LG or maybe the EH series from Samsung with a "full array" and "global dimming"? Also, if there is something else that I should consider let me know.

Other details: Will be used for cable that can broadcast max 720p right now as well as PS3. I will not need 1080p because I will be sitting about 10-15 feet away, but if there is a deal I wouldn't shy away from it. Also I prefer the look of 60Hz panels as well.
