I need a new 32 inch TV. I am considering the following two:

Well, I'd go with the LG because I prefer passive 3D, as opposed to active. I presume you've done some research on the differences between the two 3D systems? Passive glasses are circularly polarized (same as RealD glasses in theaters), while active glasses are rechargeable battery-powered shutter glasses. There are pros and cons with each type.

Anyway, 32" is rather small for 3D, as a bigger set will provide a more immersive experience. A 47" set doesn't cost much more. Any particular reason you want a 32"?

Well, I am getting a 32 because I have a 42 and it's just too big for the room it's in. I think 37 may even be too big.
