I transported an LG4250 by laying it face up in the backseat of a car with pillows surrounding it (no box available). I then placed it face up in the garage on padded blankets and left it there for approximately a week. I recently hooked the TV up and it has developed these "ink-like" spots at the top that appear to be evenly spaced. Obviously it is because of something that I did, but I wanted to know if there is anyway I could fix this issue or hire a repair technician to fix it at a reasonable price?

I believe the there may be some screen separation caused by keeping it flat instead of the recommended vertical position during shipping and storage. Have you tried pushing the top of the screen over the spots slightly?
During the week that the TV was in the garage, the temperature ranged from 40 degrees F to 85 degrees F (Texas). The day that I moved the TV in from the garage to the house it was about 74 degrees outside and 79 degrees inside. I have not tried pushing the top of the screen in slightly, but I will do that now. Will post results.
Unfortunately, the distortions are still there after gently massaging along the top of the screen. Is this something that could go away with time? Maybe the effects would be counteracted if I laid the TV face down for a week or so?
