I'm helping my sister get a new 42" TV. She wants to spend as little as possible, and no more than $450, so I'm trying to prioritize features for her. She'd prefer to buy from Costco if possible.

Of the Costco sets, I'm steering her toward this one:
Vizio 42" E422VLE

Is that a good choice, or can I do better for $400? Ideally, we'd want both a 120Hz refresh rate and LED backlighting, but in this price range, most sets seem to only have one or the other. My TV is a plasma, so I don't have much experience with either feature. If I have to choose one, I want the higher refresh rate, right?

Any other sets I should be looking at for $400? She has a few requirements:
- 40-42" screen size.
- LCD/LED (no plasma)
- 2 or more HDMI inputs
- Best possible picture quality for the price.

Features she doesn't want/doesn't want to pay extra for:
- Streaming/apps
- Speaker quality

I would jump on that one like yesterday Toshiba picture quality at a no name brand price hopefully best buy will keep it at that price

This Toshiba LCD it probably has an excellent picture with great color like most Toshiba's c net says,

I have a 2012 32LCD Toshiba in the bedroom picture compares well to the 50" plasma here
It was the best of all the 32's I looked at including LG and Viseo Only the Samsung and Sony could equal it .
