I am looking for a new TV 32-40in with good picture and low input lag. I have been looking into many forums and its been really stressful. My spending limit is 400$ so can you guys help me out? Theres so many thigns people talk about like motion blur, refresh rate, input lag and 1080p vs 720p and its way too stressful for me.

Try these ,

All the Toshiba sets have a Game mode that by passes unneeded processing and helps game play bright clear panels and vivid colors.
Don't worry about 120hz for games at this price point you probably won't get a true 120 HZ set anyway but most turn it off for games anyway so does Toshiba in Game mode . 120HZ can make more lag sometimes .

I wouldn't stress on panel ms response as much as the set overall many things besides panel response cause lag even an ~ 8ms panel is OK if the set is decent . Your'e not running 200fps here after all it's just a TV.
Just don't buy cheap off brand TV some of those have 12-20ms panelsand crappy video boards.
Toshiba ,Sony and Sharp have been making TV's a lot longer than most of the others .

If you want to get serious about gaming you will need a fast game box and some high end vid cards and fast
2-5 ms high res (a lot more than 1080p ) ips computer panels . A decent 720p or 1080p will be fine for gaming
better to have a good 720p set than a crappy 1080p set .

Don't confuse refresh HZ with frame rates for games 2 different things . HD TV panels max out at 60fps anyway so have a coke and enjoy it ! If you are PS3 or Xbox on line internet connection is important

I bought one for $228.00 new at Best Buy in Jan for b/ room now the prices have gone up none the less a very good picture bright panel 450cd/m2 and vibrant color ,better picture than the similar Samsung,LG ,Vizeo and Insignia sets .

Cnet gave it a best buy at $359.00 last year
Still a good back up choice . If you are going to use TV for a PC monitor try to get a get a 1080p set small text will be more clear and and even better if your computer has HD Video with HDMI out for best use with a PC .I have mine hooked up to a Dish Hd box and A PC with HD HDMI out it works very good . All The Toshiba sets have Computer VGA that will work if you need to.
Just wanted to ad Blue ray looks terrific on this set also.
Even at $295.00 it is a decent set .
All the Toshiba's have good scalars so 1080p still looks good on their 720p sets

IMO Sony Sharp and Toshiba and Samsung make good sets followed by LG and Vizeo .

+1 for toshiba at this price point. Generally speaking, their game mode does an excellent job at skipping all the un-needed processing.
