I'm on a limited budget of $300 and do a lot of console gaming. Is it possible to make out with a 40" screen that won't die in a year on my budget?

May be assembled in US from Chinese knock down kits sets are made by TongFang global, which is a northern Chinese based manufacturer. TongFang also makes TV's for a company called Seiki.both are marketed in us by southern elctronics .
Sceptre reviews are mixed some DOA and early failures and sound dropping out or poor on some models
not known if these issues apply to this model customers say picture is good .

Note Sometimes you can find Toshiba 39" models on sale for approx $ 300.00 that would definitely be worth google search.

Is Westinghouse a viable option? Would either of these be acceptable?

I'm not very big on rebates. (I've never been able to get one to work no matter how many weeks and phone calls I put up with in the past)

FWIHR the Westinghouse sets have dependability and picture quality issues saw one at BB while the picture wasn't horrible the other sets were better. I hear you on the rebate thing!
The best Buy Westinghouse is a newer LED model the Target Westinghouse is probably an Older LCD model probably not the best choice .
When I looked at a Westinghouse LED at Best Buy it was pushing blue and had poor color saturation .Same for the Insignia sets ,
Westinghouse reviews are generally poor .

This Toshiba 39" 1080p set is $339.00 when you put it in the shopping cart price should be the same in store if they have it, if not I would order it on line it comes with free shipping again BB will price match exact same model from qualified retailers it is probably the best set in the 39" category under 4-500.00 it would be my choice . Toshiba has a game mode and usually do well in game play
on line reviews for this model are generally very good Toshibas are assembled by Toshiba ,Foxconn,Compal and others usually with Toshiba parts . Foxconn and Compal assemble sets for Sony,Toshiba and many others .
http://www.bestbuy.com/site/Toshiba+-+39%26%2334%3B+Class+(38-5/8%26%2334%3B+Diag.)+-+LED+-+1080p+-+120Hz+-+HDTV/8130199.p?id=1218864356451&skuId=8130199&st=8130199%206266483%208834647%208857055%201306052335%208834674%208871298%201306719122%201307699386%201306052328%201304393959&cp=1&lp=1

Best buy also has this 39" TCL 1080p set for $329.00
ww.bestbuy.com/site/TCL---39%26%2334%3B-Class-(38-1/2%26%2334%3B-Diag.)---LED---1080p---60Hz---HDTV/8925366.p?id=1218951983195&skuId=8925366#tab=specifications
Reviews are generally good should have a nice bright picture may have a Samsung panel. TCL and Samsung own a panel fab together and TCL makes some sets and moduales for Samsung they made RCA TV's from 2003 -2010 they are "sixth-largest television producer (after Samsung, LG, Sony, Panasonic and Sharp) " -Wikipedia-

This 39" insignia 1080p set at best buy $279.99 the panel spec is 1080p and 300 cd/m2 brightness I prefer a 400 - 450cd/m2 panel for bright rooms .
but the price isn't bad for 39" the reviews for this set are generally good on BB site .
http://www.bestbuy.com/site/Insignia%26%23153%3B---39%26%2334%3B-Class-(38-1/2%26%2334%3B-Diag.)---LED---1080p---60Hz---HDTV/6733418.p?id=1218786215383&skuId=6733418 Insignias are made by Hisense and may contain panels or parts from various vendors .

Here is a comparison at PC magazine with the TCL 39" ,Insignia 42" and Westinghouse 40" IF you can find the TCL cheaper on line Best buy will match some online retailers
The TCL was best of those three and got an excellent rating overall
,The Insignia did not rate very good washed out colors good and the Westinghouse was worse and rated bad .
http://www.pcmag.com/article2/0,2817,2416582,00.asp

The Toshiba and TCL should be the 2 best of the three . IMO in order would be first the Toshiba ,Second the TCL and then the Insignia . Problem with Insignia and Westinghouse house are picture quality poor color saturation and reliability . Of the two I would take an Insignia over the W/house at this time.

You can always copy and paste the model numbers from the linked websites into Google search bar who knows you might see them cheaper on SUN/MON when ads change lowest I've seen the Toshiba was $299.00 at best Buy. OTOH it may not hurt to look at the Insignia .
good luck let us know what you get and how you like it . I've bought my last 4 TV's at Best buy no problems . OTOH I've shopped at Amazon also with very good results.
