I ended up buying a new power board from shopjimmy.com for $60 and it fixed my problem. First time I've taken apart a LCD tv. Lots of screws! Anyway, I'm back working and the family is happy again. I put a decommisioned 32 inch 12 year old Sammy in front of the 60 inch Vizio for 5 days while waiting on the new (used actually) power board. I thought that was amusing!

Anyway, there's no visible sign of any capacitors leaking or anything on the original board but something on the board went bad.
