Hi.  I've read this site for a while, but I've never posted.  My parents bought a new 65" ZT60.  It's works well.  I need to adjust some of the settings, but I'll probably post about that another time.  Here is my issue:

1.  I push the power button on the unmuted A/V receiver (a Sony STR-DN1040).  It turns on and is definitely not muted.

2.  I push the power button on the ZT60.

3.  The ZT60 shows its welcome screen (something about the "master panel" or something like that).

4.  Once the above welcome screen goes away, my receiver makes a slight click noise and reads, "Muted."

This only occurs when the TV is connected using HDMI and while HDMI CEC is activated on both the TV and the receiver.  So it seems like the TV is sending the receiver the signal to mute.  My only solution so far has been to deactivate CEC.  Has anyone observed this?  Can anyone please help?  Thank you.

Is there a reason that you need to leave CEC on? Unless specifically needed for something (that cannot feasibly be done any other way) CEC should be off.

I don't think ARC will work without HDMI CEC.  I need ARC so TV sounds play through the receiver.  It's also nice (but not required) that the TV can turn on the receiver.

Have you used the Viera Link app on the TV to switch audio output to receiver?

ZT60 seems pretty enthusiastic to output audio through its own speakers even when there is a receiver connected. The only way I have gotten ARC to work is to use the TV app to switch audio to receiver, and make sure to always turn the TV off before the receiver.

If I turn the receiver off first, on next startup the TV won't turn the receiver on, and audio output needs to be switched from the app again.

Zel, that was exactly it!  I experience the same weird issue.  I can set the setting in the Viera Link application, but if I turn off my receiver before I turn off the TV, the TV likes to take back control.  That's stupid.
