Affordable 4k HDR to 1080p converter

I am following this guide to build my own ambilight for my TV the only issues is the usb capture card is 1080 so i need to get a converter for 4k hdr otherwise the usb capture wont process the signal for the lights

Everything i find is at least $200

How are you splitting/mirroring the 4K UHD (presumably with HDCP 2.2) signal ahead of any down conversion?
