If I have a multi region NTSC/PAL DVD player, will there be any difference between the picture quality of NTSC and PAL disks?

Does the actual video information on a PAL DVD differ in any way to that of a NTSC DVD? (eg. resolution of frames, number of frames etc.)

NTSC is 720x480 and 24fps at 60hz for movies. PAL is 720x576 and 25fps at 50hz.

Is it better to use the Progressive or Interlace setting on my DVD player when playig PAL DVD's? Does the same apply to NTSC DVD's?
