I just want to know if there is any newer version of that program or if there is any other program that can replace that one.

I just use ffmpeg with a -i inputfile.ts -vcodec copy -acodec copy to outputfile.mpg. That usually works just fine unless it has some sync error with the .ts file then seeking in a bit where ffmpeg will find the first full frame will solve that problem.
