For a studio, for best results, I would go with a "room within a room". Stud walls isolated from the block walls, ceiling joists supported by the isolated walls, at least 2 layers of 5/8" fire-rated drywall with green glue between layers. Cover the floor with acoustic mat, with OSB on top of that, then padding and carpet. Heavy door with seals, maybe connecting doors. Pay attention to any wall penetrations, including HVAC supply and return.

Then you's need to worry about acoustical treatment inside the studio....
