I bought the Panasonic Starter Kit with 2 pairs of rechargeable glasses and Avatar 3D.

The charging process for the glasses is this:

1. Turn off TV
2. Turn off 3D glasses
3. Connect glasses to TV using the included USB cable to charge

Do I really need to connect them to my TV? Will they charge if I connect them to my PC for example? Also, do I really need to turn of the TV off first?

Any usb port should work. Even the usb wall chargers.

You can use any USB port for charging... it could be on a computer or USB hub or a TV or Blu-ray player or even a phone or iPad/iPod charger. When you use USB ports, they don't all operate the same way, especially on laptop computers. Laptops often disable USB ports completely when they are turned off so there's no battery drain. Some desktops may keep the part of the port that charges active even when the computer is turned off. Macintosh computers may charge while in SLEEP mode, but NOT charge when turned off... but there are so many variations on this you HAVE to check how various USB ports operate when the device they are connected to is off, on, in standby, in sleep mode, etc.
