I'm building my HT and I'm planning to buy a JVC RS48 like around April of 2014. I was wonder how much would the RS48 be at that time going by previous model.

Also the price I quoted would be 9/10 or 10/10 rated "Used"

I'm not sure you could get a NEW in box RS48 after the RS49 comes out.

That is used with no warranty. I would be on the lookout for a B-stock RS48, RS4810. That way, you would have a warranty that matched what a new one comes with.

I want rs48, I would love the RS49 but is going to be out of my budget which it is 4k. What a B stock mean?

An RS4810 is a 48 with an extra year of warranty, so a B-stock RS4810 would be a better choice. A B-stock is a projector that was returned to JVC. Could have been one that had a problem and JVC repaired. Could have been a demo projector. Could even be a projector that someone sent in because he thought he had a problem and there was nothing wrong with the projector. JVC goes through them and corrects/confirms they are to spec. They come with full manufactures warranty. When we get B-stocks we use a signal generator sending test patterns to confirm they are working properly and test the controls. We reject any that do not pass. The ones that pass are are made available to our customers at a great price.
