Portable DTV Questions

I have a few questions regarding portable digital TV, using ATSC and/or ATSC-M/H. I live in New York, if that's relevant. I'm wondering:

1.What's the best digital portable TV set (reception wise)?
2. How many broadcasters use ATSC-M/H?
3. How hard is it to catch a signal in a moving car with ATSC?
4. Does ATSC-M/H have a lot of improvement?
5. In the city or suburbs, how much antenna adjustment is needed to get a good signal?
6. How often should you rescan?
