My first guess would be the PCI video card. I'm not sure there's enough bandwidth there.

It runs 1080p x264 fine with hardware acceleration from the video card. Surely watching Hulu at 420p at full screen would be sufficient, no?

I don't know, but it's all I have. I suspect since most of the decoding is done before the video card by the CPU with Flash that the bottleneck may be popping up where it might not with other content that's decoded mostly by the video card. How's it run other content with hardware acceleration disabled? If that's choppy too it'd confirm it because that CPU should be more capable.
