Despite the recent news about blocking third party video decoders in Windows 7, some hackers did manage to install & activate third party video codecs! Now forcing a third party codec to play natively supported codecs isn't going to be easy, but it is possible.

Thanks.

I've been having issues playing back H.264 in Windows 7 with a Radeon HD 3200 IGP (no improvement with Catalyst 9.4). DXVA doesn't appear to work even in MPC-HC and the native MS decoder gives a highly garbled image.

CoreAVC and software decoding should do the trick.
