I intend to use this solely for HD playback, MKV 1080p mostly (since my PS3... still... too much power for "nothing"), in the Guide to building an HTPC, in the comparison between the low ends, the AMD choise seems to be the best, but I don't know if its an updated guide, since I've read that DG45 mobos are geting updates constantly and improving performance. (The guide says: Updated August 1st 2008, and there have been many many DG45 updates)
Wich of this builds would you recommend me? (Please, avoid looking at prices, things are way expensive in Argentina...)

Should I get 4GB instead of 2GB? i'll be using Vista SP2 or Se7en, is it worth it? What about the processor upgrades?

I have the DG45ID motherboad and I'm very happy with it, keep in mind though that the IGP might leave you not fully satisfied depending on what you're expecting. The Intel chipset and LAN is a very solid combination which pretty much works with everything but the IGP lacks performance so you should get a pretty beefy CPU if you want to play 1080p without any issues. I'm not sure if it still doesn't support 24 Hz (I personally don't find it as a big deal as my TV doesn't support it) which may be an issue for you. In the end I added a Radeon 4670 which bumped performance quite a bit and gave gaming performance quite a boost. I'm also quite sure that the Intel board also supports stock voltage RAM (1.8V) which I highly doubt that the OCZ is.

You should really look for another PSU, Codegen are very bad and it'll most likely act up within a year or so.

The AMD solution is a better choice if you look at hardware acceleration out of the box but it still might not be enough. You should also have a look at the 785 series as they have a better IGP for video.
