I'm new to this part of mixing video and computers so bear with me, please.

I just installed a new DVD Writer (HP DVD100i) in my computer, and it mostly works. However, when I play a DVD using the software that came with the device (PowerDVD 3.0), the DVD picture (and sound) are at about 1.3x speed. Actually, it's quite funny to hear John Wayne with a high-pitched, fast voice and he can move right along - but I don't think that's what the director had in mind. Anyway, looking in all the setup and information screens, everything I see looks ok. Any suggestions or pointers to how I debug this would be greatly appreciated.
