Have you tried a screen recorder? Mirillis Action! has very low CPU usage. That 7% figure includes displaying and recording a 1080p telecast. As you can see there's also 80 other things going on at the same time...

EDIT: Just checked resource monitor and CPU for Action! is about .09% (less than 1% of the CPU)....
