I'm looking for the best tool to edit the tuner selection and priority for the following without having to edit each channel separately from within WMC7

I am running Windows Media Center 7 with the following tuners:

HDHomeRuns for OTA ATSC channels (6 tuners)
HDHomeRun Prime with Verizon FIOS CableCard (3 tuners)
Pinnacle PCTV USB stick (801e) for FM radio and analog closed-circuit (CCTV) channels.
Hauppauge HD-PVR connected to a DirecTV HR20 box.

I want to edit my channel guide so that:

All local channels are recorded only from the HDHomeRun ATSC Tuners, never from the HD-PVR or PCTV
All premium channels are recorded only from the HDHomeRun Prime CableCard Tuners, never from the HD-PVR or PCTV
All CCTV channels (10 total) are only recorded from the Pinacle PCTV - no need for program guide info
The Hauppauge HD-PVR is only used when I manually capture something

I've downloaded Guide Tool, but don't know how to get it to do what I want. Is there a better tool to meet my needs?

Maybe it was just luck for me, but when I merged my clearQAM channels to the CC channel number, WMC automatically set the 2 clearQAM tuners before the CC tuners. You don't have to worry about non-clearQAM channels being assigned to your HDHomerun's, because WMC knows that only the Prime can be used. I suspect the same will be true with your CCTV channels (it will know only the Pinacle supports it). The complexity in your setup will probably be the HD-PVR and it may cause some conflicts.
