When you put your Windows 8 PC to sleep and then wake it up, it wakes up to a picture of Seattle. You then click and it goes to the desktop (where I was when it went to sleep). I want to change that picture, anyone know how?

Bring up the right charm bar, Click on Change your PC settings->General->Change lock screen, IIRC.

Or you can view a picture of you choice and bring up the app bar where you can have the option to set current picture as Lock screen.
