Sorry, I wasn't really clear. I don't advocate the use of Stratum 1 servers for a home environment. I was just pointing out that there is no need to spend the money on a Stratum 1 server of your own for home computers. Personally, I recommend 0.us.pool.ntp.org (if you are in the US).
Alternatively, you can build your own Stratum 1 server with a GPS and a cheap Linux PC, even a Raspberry Pi: http://bd.hauke-lampe.de/raspberry-pi/raspberry-pi-stratum-1-ntp-server-with-pps-accurate-timekeeping-at-low-cost.html
Ideally, you should check with your cable provider to see if they offer an NTP server for their customers' use.
