It seems FilmOn is not region locked, at least I don't see it. Maybe this is why it loses.

Agreed, let them pull it. Give us the spectrum back. If they cannot figure out a business model to make money off the spectrum we license them I am certain there are plenty of others that would like to use it. If not licensed TV broadcast it will make great unlicensed space for wireless data or other networks.
