GPU minimum fan speed suddenly increases

I got a new card a couple of months ago, Powercooler 7850. I've been changing driver versions a few times, started at 14.1 beta then went back to 13.12, then 14.6 beta and back to 13.12 again (works best with madVR). I know when I first got the card at the minimum fan speed of 20% the fans spun at 900 rpm. Now, I can't get it to go below 1100 rpm and most of the time it hovers around 1130 rpm. It's a bit louder now because of this, and I can't figure out how this happened. It's ice cold at 30 degrees C. Has this happened to anyone else before, and is there anything I can do to try to restore the previous behavior?

What's weird is that I just played a movie and the fan actually dropped speeds from 1130 rpm to 1097 under 55% load. Once I stopped the video the fan went back up to 1130 rpm under idle. Isn't the fan speed supposed to stay consistent if you have it locked at 20%?
