What is the best resolution to run windows at?

I finally upgraded to a 4k TV and im running windows at 3840x2160 Is this the preferred resolution for Netflix, OTA, and other non4k video content? I'm just wondering if its better to run at say 1080p resolution and let the TV up convert? I feel that with my set up im not getting up conversion, rather everything is just being scaled creating pixelation and blurry edges?

my setup is

LG 55OLEDC7P
Kaby Lake core i5
geforce 1050TI
windows 10
Netflix in Edge browser
NEXTPVR for OTA
Lav filters

It depends. Sometimes a TV's upscaler is better, sometimes the computer's. It depends on the design choices made by the TV's manufacturer.

Some people like to use madVR in the computer so they can try many different adjustments to find the ones which provide the best image.
