So I just got ahold of this program called Dee Mon Video Enhancer v1.4 it's suposed to make SD stuff look hidef like an upconverting DVD player. I am currently playing all my stuff straight from the PC so, this is the kind of thing I'm interested in, but does it work? and how well? will it use allot of resources?

An upconverting DVD player doesn't make stuff look HD - not even close :-)

Anyway, upconversion is easy. Windows has it built in, and every single video app can do it through this. You can (maybe) improve on this through use of ffdshow, but that requires a lot of tweaking.
