Do you have any neighbors nearby, with Cable TV, or are you on a pretty-much "separate" run?
I suspect you have some ingress interference...maybe not on the drop cable, but further up the line. If there are no other customers near you, the Cable company likely has no other complaints coming in.
Have the Cable guy check for ingress on the trunk lines.

How many different ways can I say this? The signal levels are fine. CATV gear works fine down to -10dB or less. The SNR of 27.2dB at 79 MHz IS NOT. Generally you need 32dB or better SNR to get a decent picture. An amp will not help.

what he said. next door neighbor had ingress on his lines causing issues with everyone one that street.
