I want to feed a local television 2-3 feet away from my DVR, as well as a remote TV in my bedroom about 15 feet away... In general, they won't be on at the same time...but it's possible...

Has anyone successfully done this? Do I need an amplified solution (which is quite expensive), or can I run a passive splitter (which runs under 20 bucks)?

Some have reported issues with passive splitters (HDCP, etc). This active splitter is inexpensive and pretty well-reviewed:
