improving visual quality - AVS Forum

hi, i posted this question another thread but i think this is the right one. i have some files (avi, mpeg, etc.. 640X480?) in my pc from old vhs tapes. now these are like 600 mb files. i know the same movie in a dvd would make 4gb. i use wd live hub to watch these movies in my hd tv but obviously quality is poor. Is there way to improve this quality through any video processor?

retransfer them with a better codec

use a Noise Reducer or MPEG block noise reducer like the Flea or
Mosquito processor.
