I would like to display 6 NTSC standard definition (640x480) video signals via RCA composite or 75ohm BNC, simultaneously on a single HDTV in a 6-way split screen format via HDMI, DVI, or VGA. The video should be realtime (~30fps). Does anyone know how I can accomplish this?

There are quite a few devices made for security cameras that will do this. You can find them quite cheap on EBAY. The image quality is usually mediocre, good enough for security cameras.

On the extreme end there are broadcast products such as the Evertz VIP product line which are very high quality but now you are into many thousands of dollars.
